National Security Expert and Founder of Group77, Brian Higgins shares expert insight and critical analysis surrounding the Uvalde massacre and what we have learned three years later. A nationally respected media resource for CNN, PBS and NYT during the Uvalde tragedy, Brian addresses how the incident unfolded on that fateful day. During this webinar, Brian shares the importance of training, management of response and security measures moving forward.
Training is key. Brian reviews training methods which are critical to ensure a quick response to these active shooter incidents. The police response to the Uvalde massacre was a multi-agency response, and those agencies must agree on tactics and train those tactics together.
Brian emphasizes the importance of training for response management, not just tactical actions. Many active shooter trainings focus on police tactics, but the Uvalde tragedy revealed a critical leadership failure. The district’s plan follows the Incident Command System, designating an Incident Commander and Operations Chief, but effective response requires regular practice through exercises and ongoing discussion.
During his presentation, Brian also focuses on how Security Measures in schools must be continually tested and maintained in a timely manner. Regular inspections of physical security measures and technology is also critical.

Over the years, he has helped enhance the police agency’s performance, accountability as well as community relations; Brian also continues to develop and provide agency-specific training for law enforcement agencies in the US and overseas. With over 30 years of combined military and civilian law enforcement experience, Brian previously served in the National Guard as well as Chief of Police and Director of Public Safety in Bergen County, NJ.
He has worked closely with federal and state governments on antiterrorism programs and initiatives and has experience in policy direction, strategic planning, training, research and development and emerging technologies. An adjunct faculty member at John Jay College of Criminal Justice, Brian teaches undergraduate and graduate courses in Emergency Planning, Emergency Management, Homeland Security, and Security Management.
